The Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) programs help small businesses develop and commercialize innovative technologies through federal funding.

Both are part of America’s Seed Fund, supporting entrepreneurs developing technologies with commercial and societal potential.   The program provides over $4 billion annually to small businesses and startups.

SBIR vs. STTR

SBIR gives small businesses the opportunity to partner with research institutions, but it is optional.

STTR requires a partnership with a nonprofit research institution, such as a university.

PARTICIPATING AGENCIES

MARKET DRIVEN vs. MISSION DRIVEN

Federal agencies generally fall into two broad categories.

Market-driven agencies support technologies with commercial applications, including DOE, HHS, NSF, USDA, Commerce, Education, and EPA.

Mission-driven agencies fund technologies addressing specific government challenges, including DoD, NASA, DHS, and DOT.

Understanding the agency’s mission can help you identify opportunities that fit your technology.

HOW IT WORKS

America’s Seed Fund follows a three-phase model:

Phase I: Proof of Concept
6–12 months | Approximately 100,000–315,000

Phase II: Technology Development
Up to 24 months | Approximately 650,000–2.1 million

Phase III: Commercialization
Moves successful technologies toward commercialization and can open access to federal contracting opportunities.  No direct agency funding.

ARE YOU ELIGIBLE?

SBIR/STTR generally supports U.S.-based, for-profit small businesses with fewer than 500 employees. Ownership and other eligibility requirements vary by agency.

Funding opportunities span technologies including:

AI | AgTech | Biotechnology | Cybersecurity | Energy | Microelectronics | Quantum | Robotics | Sensors | Space | Transportation

The key is finding an opportunity that matches both your technology and the agency’s needs.
